How can average citizens assess the ROI of their local tax dollars?

I would only say that state and local governments should provide their citizens with detailed (but one-page) budgets. (One page because that is all that a typical taxpayer will look at.) These would show revenue sources and expenditure categories, including wages, pension, and benefit expenses. These one-pagers should not be on a website but should be put directly in front of taxpayers - for example a mailer. I think these information one-pagers would be an efficient use of taxpayer dollars and would be the beginning of assessing ROI of tax dollars.
